Abstract
The discourse on the development, gender and the environment requires an institutional framework. This model is rooted in a definition of gender specification as an institution in the Veblenian sense of habits of thought and on the interpretation of the economy by Polanyi as instituted provisioning processes. This approach legitimizes gender specification as an economic issue and recognizes its role in the comparative economic and social statuses of women and men in society.
