Traces U.S. and Mexican demands on the Colorado River from the mid-19th century through the 1990’s and examines their impact on the river’s ecology. Although environmentalists have argued for treating the river, its delta, and the upper Gulf of California as a single ecosystem, there have been institutional barriers to doing so. Each region and its environmental problems need to be addressed on their own terms.
