Abstract
Focuses on the dichotomous conception of state-society relationships during the imperial and monarchial regime of Sultan Abd lhamid II in the 19th century Ottoman civil society. Policies imposed by the government to prohibit all forms of lottery as the major initiative for philanthropic activities among both Muslim and non-Muslim Ottomans; Information on fund-raising campaigns organized on the initiative of the sultan and his palace bureaucracy to control and contain in an expanding public sphere; Role of newspapers and periodicals in the conceptualization of patriotism and fund-raising efforts for war orphans during the Ottoman-Greek war of 1897.
