How do we think about terrorism within a context of international justice? The author takes an approach based on pacifism and just war theory to address this question. After reviewing the relevant thinking in these areas, several recent terrorist and government sponsored violent acts are discussed in this context. The author concludes that the U.S. must put a stop to its military response and that the U.S. should do more to become a better world citizen. Living up to the highest moral ideals will be the best defense the U.S. has against terrorism.
