Abstract
This chapter constructs a framework by which detailed study and systematic comparison of governments that consistently rely on the use of terror to control their citizenry might proceed. Here the author focuses on the political climate and circumstances surrounding the initiation of terror practices and policies; the variety of ideologies that serve to legitimize government terror; the particular array of terror tactics employed by rulers; the mechanisms that support purposeful acts of violence and threats of violence by government against its people; and the outcomes of the dynamic of state terror.
