Abstract
Russia’s reactionary tsars Alexander III and Nicholas II headed an autocratic regime whose uncoordinated, inefficient ministers and bureaucrats, and omnipresent police agents – unequipped to manage 20th-century problems – barely kept the lid on successive crises culminating in the abortive Revolution of 1905.
