Khrushchev and Gorbachev as Reformers: A Comparison

Abstract
Compares the reform policies of Nikita Khrushchev from 1953 to 1964 with those of Mikhail Gorbachev from 1985 to 1991, suggesting that both Soviet leaders were dependent for their authority on Party and state apparatus, which were opposed to fundamental reforms in the USSR. Both men were in a weak position to implement changes as their efforts threatened the monopoly of political power held by government officials and Communist Party leaders.
