This paper argues against much of the conventional wisdom about the goals and necessary pre-conditions of budgetary reform. In reexamining the “10 Common Assumptions,” the author emphasizes the inevitable interaction between purely technical budgeting and the larger political and economic environment and advocates gradual reform rather than no reform.
