Double Struggle, No Income: Ottoman Borderlands in Northern Albania

Abstract
Discusses the politics and struggles in the northern Albanian section of the Ottoman Empire in the 19th century. At that time, northern Albania served as a border area between the Ottoman Empire and independent Montenegro. The Ottomans made many attempts to stabilize this region through investment in military security and local infrastructure. Despite these efforts, the local population proved uncooperative, as evidenced by the empire’s failure to collect taxes from this region. In northern Albania, the Ottomans were unable to balance the need to enforce empire-wide policies such as tax collection and the desire to obtain the cooperation of the local population, resulting in the region’s continuing instability.
