AbstractThe longest-running civil war in Africa appeared on the verge of ending in the late summer of 2002. A year later, hostilities continue, and the Machakos peace talks appear on the verge of breaking down. How the Sudan peace process seemed to get so far only to stalemate so swiftly offers a study in the weakness of incremental approaches to conflict resolution.
