The United States and Idi Amin: Congress to the Rescue

Abstract
While expressing a commitment to international human rights, the United States long maintained substantial support for Idi Amin’s Uganda. Congress eventually took direct action in 1978, imposing economic sanctions against Uganda despite opposition by President Jimmy Carter. This congressional revolt in foreign policy resulted from changes in its membership and organizational structure in the 1970’s.
