Abstract
Kelley Lee argues that protecting and promoting health not only raises difficult technical and operational questions concerning appropriate and effective interventions. She shows that the challenge is inherently a political one whose health needs should be addressed and how should available resources be allocated to meet those needs? Lee asks whether globalization offers an opportunity to move beyond the pit and pendulum dilemma.
