Abstract
The dominant approach to the study of international organizations based on the concept of regimes is inadequate because it regards rules as fixed when they are actually constantly changing. The theory of joint regulation provides a better approach because it regards the formation of rules as an aspect of an ongoing process of compromise among actors with diverse viewpoints. Another approach, the Paris school of regulation, views the current global situation as a structural crisis signaling the end of Fordism as a model of economic development.
