Child Care in Australia: The rights of children and child care workers

Abstract
Berenice Nyland argues that over the past 25 years Australia has developed a comprehensive child care industry as a work-force support. In the 1990s Australian child care underwent enormous changes, including privatization and the introduction of quality improvement strategies. She argues that these changes have not benefited the sector and it is argued there is a need for a re-focus on high quality, economically and culturally accessible early childhood services that allow for differing needs of children and families. While government policy emphasizes competition and market driven system services, it cannot provide high quality care for children or adequate working conditions for staff.
