Abstract
The bias of previous locational determinants research against the economic potentials of rural areas is analyzed. It is shown that the classification of rural areas as homogenous groups by earlier studies created a negative view of development prospects. Instead, economic assessments should consider both the type of rural industry and their locations. The accuracy of the life-cycle theory and high technology filtering down theory is also evaluated.
