Abstract
Problems of intergenerational and international justice have proven relatively intractable for several recent theories of justice. A neat solution to those problems might be obtained through relatively non-contentious notions of horizontal equity. Cases of intergenerational and international inequity can be represented, and resolved, in ways analogous to those in which public finance scholars address issues of fiscal equalization within federal regimes.
