Abstract
This author addresses the question of under what conditions the use of force by states or private individuals within the sovereign jurisdiction of another state to prevent the brutal coercion of groups of the latter’s subjects can be coherently justified. He argues that the principle grounds for doubt on this score do not arise from the manifest absence of any relevant entitlements, but rather from the extreme practical difficulty of generating and sustaining the degree of power required to make such interventions effective.
