Vietnam hopes to improve its relations with the US in order to get funding from the World Bank, IMF, the Asian Development Bank and other multilateral lending agencies. The Asian country has proven to be self-sufficient since the former Soviet Union cut off its subsidy. However, Vietnam has to alter its bureaucracy and should be wary of these lending institutions to develop its economy. It should rid itself of corruption and inefficient management and planning in order to use the new subsidies effectively.
