The European Union and Democracy Promotion in Bad Neighborhoods: the Case of Central Asia

Abstract
The extent to which the European Commission (EU) meets its stated objective of promoting human rights and democratization in third countries is analyzed. An emphasis is laid on the region’s oil and gas wealth and its potential role for Europe’s energy security, tempting the EU to refrain from the employment of strong instruments like negative conditionality or even sanctions.
