International law and liberalism recognize the doctrine that states must respect individual human rights. However, its interpretation has been complicated by indigenous or minority groups aspiring to form nation-states. Liberal democracy has given importance to the individual within a collective group. Collective human rights are necessary in the propagation of justice and peace by way of integrating liberal universalism and cultural pluralism.
