More important than typical arms control would be political arrangements that would seek to reduce conflicts, give states reason to expect support in the face of unprovoked threats, and encourage them to define their interests to be compatible with those of their neighbors. While some of the potential causes of war are likely to lie within the military arena, there is little reason to believe that they will be the most potent ones. Measures can be taken to ameliorate the security dilemma, but they must be pursued as an adjunct to, not a substitute for, ways of dealing with the sources of conflict and methods for managing disputes.
