Neocolonialism and Neoliberalism in South Africa and Zambia

Abstract
Using two case studies, Zambia from 1987-1996 and South Africa from 1993-1996, we examine more closely the process through which governments commit to neoliberal strategies of growth. In each case the government adopted neoliberal policies after a period of policy dialogue over neoliberal strategies of growth that occurred at both the international and domestic levels. Neoliberal ideas travel via an array of policy-related activities including technical advice, negotiations over specific conditions of lending, and debates that provide the background to policy making.
