Economic Reform and Democratization in Argentina and Uruguay: The Tortoise and the Hare Revisited

Abstract
Argentina and Uruguay experienced contrasting fortunes in their efforts to implement market-oriented reforms in the period of democratic consolidation. An analysis of the politics of economic reform and democratization in the two countries showed that Uruguay has achieved more visible progress than Argentina. However, Argentina has made greater inroads in terms of privatization, deregulation and rationalization of public administration. Analysts debate over which country has adopted a more effective approach to market reform under a democratic regime.
