Scholars who feel accountability of government is intrinsically political are probably correct. Public sphere accountability can either be measured by examining the weakest link that will imperil all concerned, or by evaluating how to maximize the best performance level. The first step in creating viable accountability norms is to distinguish cases of improper conduct from genuine corruption.
