Abstract
The refugee camps for Palestinians in the Gaza Strip and West Bank have become established communities rather than camps for refugees. The United Nations Relief and Works Agency for Palestine Refugees in the Near East has become an entrenched bureaucracy which does not facilitate abolition of the camps. The definition of refugees was expanded in 1965 and a welfare system that included food ration cards became institutionalized.
