State Bureaucratic Discretion and the Administration of Social Welfare Programs: The Case of Social Security Disability

Abstract
Discretion used by state governments in implementing social welfare programs reveals an ideology predisposed to generosity in administering those programs. Rather than using the programs as a politically strategic issue, research shows that governments instead respond to local concerns, the level of economic health and the degree of need for benefits.
