Globalization and Public Policy: An Analytical Framework

Abstract
The advent of globalization has caused some to question the continued relevance of the state-centered system of world governance. The significance of states relative to non-state actors — such as NGOs and multi-national corporations — has been in decline, leading to tension between state and non-state actors. In this chapter, the author argues that national governments will have great influence over the process by which tensions between public policies and globalization are resolved. The analytic framework devised here draws a distinction between interdependence and globalization, and eventually between ideas of internal versus external sovereignty.
