Comparative Federalism and Decentralization: On Meaning and Measurement

Abstract
The decentralization and federalism that explains the growing disjuncture between theory and cross-national evidence is analyzed by defining several alternative forms of federalism and fiscal policy, and political decentralization and then measuring them and exploring interrelationships across countries and time. Further this approach suggests the way toward a second-generation of more nuanced empirical research that takes politics and institutions seriously.
