Universalism and Deconcentration: Why Race Still Matters in Poverty and Economic Development

Abstract
Desegregation and universalist policies are inadequate to address urban poverty. They ignore the factor of racial discrimination and do not appeal directly to the growing entity of black nationalism. Instead, cross-racial dialog should be established, constructed via civic institutions, community and political organizations, universities and public media.
