Abstract
Megacity growth is rapidly becoming a central feature of India’s transformation as it enters the next millennium. To many analysts of the region, this element of Indian urbanization reflects both economic progress, as well as processes of social change. Like other developing regions, south Asia views urbanization as a necessary part of development and a valuable index of growth.2 The presence of these urban agglomerations is therefore seen by residents and administrators as evidence of modernization and economic opportunity. It is, however, becoming increasingly clear that the problems associated with growth will need to be addressed more effectively, both at the local and the national levels.
