Abstract
The author proposes that the central issue of all development theory has always been political power and its exercise. He proposes that the subalternity of the masses and the minority rule of the masters of the polity are unlikely to be a tolerable or tolerated condition for much longer. Self-determination is a movement that will continue to challenge the elitism of both Marxists and the mainstream.
