Managing Urban Economic Development: Learning to Change or the Marketing of Failure?

Abstract
The development of urban economic policy in the UK, the US and Germany is examined. Focus is given to the interrelationship among extensive public sector intervention, international economic development and industrial restructuring as a vital factor for local economic development (LED). It is shown that LED failure has elicited minimal change from some agencies, while some have adopted a ‘marketing of failure’ approach.
