Discussion: The Political Economy of Reform Failure and Poor Economic Performance

Abstract
While successful economic experiences often get the most attention, there is much to be learned from policy mistakes as well. Each of the countries, Bulgaria, Haiti and Greece are small economies. While recent economic performance is uniformly poor, their earlier experiences differ considerably. The common features found in these experiences are the political will to implement a program which should, although with great uncertainty, improve overall economic well-being, and the problem of economic statistics that are often inadequate.
