Abstract
The design, implementation and evaluation of local economic development policies can be improved by using several procedural reforms. These include using a multidisciplinary ex-ante policy appraisal, broadening the scope of the defining, implementing and monitoring processes, and focusing on the specific institutional application and functioning of the policies.
