Abstract
An export tariff on long-staple Egyptian cotton would have promoted economic diversification, particularly industrialization financed from surplus government revenues. Egypt’s ruling elite opposed such a strategy, however, recognizing that the export tax would have fallen primarily on landlords and British interests, notably the Lancashire textile industry.
