Performance Requirements as Tools of Development Policy: Lessons from Developed and Developing Countries

Abstract
The author speaks to the current discussion on the relevance of performance requirements as tools of host governments’ development policy. It is based in the context of the ongoing debate over the emerging WTO (World Trade Organization) regime on investment. To find an answer, the author reviews the experiences of developed and developing countries on use and effectiveness of performance requirements to draw implications for the current debate.
