Culture: The Missing Variable in Understanding Social Policy?

Abstract
This paper questions the conventional wisdom which has lead to an international policy focus on poverty alleviation that coexists with neoliberal policies that widen inequality domestically and internationally. The author challenges the assumptions that inequality within countries is largest in poor countries; that neoliberal policies and free trade lift all tides; and that the risks that global inequality poses can be contained in the global margins.
