Principles for Rethinking the Federal Government’s Role in Economic Development

Abstract
Federal policies to foster economic and community development could be implemented more efficiently if separate strategies are used to obtain these two goals. Separate budgets would improve accountability, and funding should be extended to nongovernmental organizations. Grants should be extended competitively based on an area’s level of social and economic distress.
