Why State and Local Economic Development Programs Cause So Little Economic Development

AbstractState and local economic development programs must combine bureaucratic and political considerations if they are to be effective. Too often, programs designed to stimulate economic development are not implemented appropriately due to political forces. Program administrators must elicit support from legislators, the governor, and opinion leaders if development programs are to be successful.
