AbstractMost GSOs (grassroots support organizations) and MSOs (membership support organizations) programs involve small semicommercial agriculture and a self-selection process; these two factors limit beneficiaries among the poorest rural households. The author argues that the construction of labor-intensive infrastructure can generate much wage and therefore donors and NGOs both need to focus much more on the wage employment sector.
