Kicking Away the Ladder: “Good Policies” and “Good Institutions” in Historical Perspective

AbstractThere is currently great pressure on developing countries from developed countries and the international development policy establishment to adopt a set of “good policies” and “good institutions.” It is hoped that such changes would foster the economic development of developing nations. To address the debates on whether or not these recommendations are appropriate for developing countries, the author reviews the history of economic policy in the developed countries, as compared to today’s developing countries.
