Privatization and Distributional Equity: The Case of Brazil

Abstract
Brazil’s growth was stunted by a debt crisis in the 1980s. To boost economic performance and increase efficiency, privatization was proposed in 1989. However, the distributional equity of privatization was given only notional support. To be effective, privatization must come with new environmental and consumer protection regulations and aided by a social welfare program.
