Privatization and Technology Transfer in Central and Eastern Europe

Abstract
The countries of Central and Eastern Europe have adopted privatization programs aimed at transforming their traditional government-controlled industrial and service monopolies into competitive enterprises. Many of these privatization efforts have succeeded, but many have failed to meet expectations, particularly in terms of the intensity and quality of technology transfer to the privatized local business. In this paper the privatization schemes developed by the countries of the region are discussed and the issues underlying technology transfer are analyzed.
