A major initiative of the Clinton administration is to promote free trade. From his first days in office, President Clinton has advocated an outward- looking, internationalist trade policy. The single most important next step in the administration’s effort to open markets abroad and expand trade is for Congress to renew the President’ s authority to negotiate trade agreements on a fast track basis. Renewing the president’s authority to negotiate trade agreements on a fast track basis is an important step to achieve this goal. Reasons why fast track authority is needed and benefits of free trade for the US economy are presented.
