Barking Up the Wrong Tree: Agricultural Subsidies, Dumping, and Policy Reform

AbstractAre US farm subsidies responsible for the alleged ‘dumping’ of US corn in Mexico at prices below US farmers’ costs of production? According to a series of new studies, agricultural dumping is indeed occurring, but Mexico’s small-scale maize farmers are unlikely to benefit much from subsidy reductions in the United States unless there is a more sweeping reform of both US farm policy and the way the international community addresses agricultural dumping.
