Abstract
This chapter explores whether there are certain institutional prerequisites that a country should achieve before it can implement selective industrial and trade policies. The author draws on the experiences of East Asian countries and on the historical experiences of the now-advanced economies of Europe and North America to determine what these prerequisites should be.
