Human Development: The Debate About the Index

AbstractThe United Nations Development Programme’s Human Development Index is critically evaluated to show that average Human Development Index with additional social indicators provides a more accurate measure of human development than average income per head. Human development is not merely concerned with basic human needs and applies to all human beings regardless of their economic situation, and must be supported by various institutions. Conflicts that may arise, when promoting human development, between humanitarian and economic values are also discussed.
