Measuring Progress: Community Indicators and the Quality of Life

Abstract
This paper describes one community’s use of indicators, based on a quality of life approach, to understand and act upon community needs. First, four approaches to community indicators work are presented, including the quality of life approach which is used by a community-based organization called the Jacksonville Community Council Inc. (JCCI). Issues related to a quality of life approach to indicators projects are described in the second part of this paper, including illustrations of the issues based on a Jacksonville indicators project. We hope that reflection on a quality of life approach for indicators work will result in more opportunities for communities to become involved in this very participatory, holistic approach to measuring and addressing community needs.
