The various confusing meanings of the term ‘natural resource scarcity’ in economic literature have been examined. Two major concepts of scarcity concept permeate economic literature: exchange scarcity and use scarcity. However, both have been found to be inadequate in measuring scarcity for society or for resource owners. What has been discovered is that unresolved issues about natural resource scarcity can be solved by distinguishing between exchange and use value.
