Learning from Doha: a Civil Society Perspective from the South

Abstract
Doha, however, revealed a missing element: consistent domestic pressure from social movements on governments. Doha underlined that there is simply no substitute for movements on the ground. In country after country, government’s feet have to be put and kept to the fire. A strong, concerted civil society movement against further global liberalization, for example, accounted for the Indian government’s refusal to sign a ministerial declaration that was unqualified by the chairman’s statement.
